An Artificial General Intelligence(AGI) will impact every single country, industry and person. The world will not be the same. If we choose to grow with AI, we must decide how to select the best possible future for humanity.<\/p>\n\n\n\n

\u751f\u6d3b\u662f\u5927\u5927\u5c0f\u5c0f\u7684\u9078\u64c7\u3002AI\u5c0d\u4eba\u985e\u7684\u5f71\u97ff\u5c07\u92ea\u5929\u84cb\u5730\u3002\u6709\u81ea\u6211\u5b78\u7fd2\u80fd\u529b\u7684\u901a\u7528\u4eba\u5de5\u667a\u6167(Artificial General Intelligence, AGI)\uff0c\u5c07\u5f71\u97ff\u6bcf\u4e00\u5bb6\u4f01\u696d\uff0c\u6bcf\u4e00\u500b\u570b\u5bb6\uff0c\u6bcf\u4e00\u500b\u4eba\u3002\u5982\u679c\u6211\u5011\u9078\u64c7\u548c\u4eba\u5de5\u667a\u6167\u4e00\u8d77\u6210\u9577\uff0c\u90a3\u9ebc\u6211\u5011\u5c31\u5f97\u70ba\u4eba\u985e\u7684\u672a\u4f86\u614e\u9078\u6700\u597d\u7684\u5c07\u4f86\u3002<\/p>\n\n\n\n

        If AI has a similar catastrophic effect on the job market, we need to be ready for the transformation. Starting by identifying the most at-risk roles and mapping skills(and people) to complementary roles will help direct our investment in reskilling and inward investment. This planning is a simple first step that also helps aligns educational efforts at school and university. The next step is to commit reskilling people just in advance of when the new skills are needed\u2026<\/p>\n\n\n\n

        AI \u6703\u53d6\u4ee3\u67d0\u4e9b\u5de5\u7a2e\u7684\u4eba\u529b\u3002\u6211\u5011\u5fc5\u9808\u63d0\u524d\u4f48\u7f72\uff0c\u6539\u8b8a\u5b78\u6821\u6559\u80b2\u7684\u5167\u5bb9\u3002\u4e26\u63d0\u65e9\u6a19\u793a\u51fa\u76ee\u524d\u5728\u8077\u5834\u4e0a\u6703\u70ba\u53d7\u5230\u5f71\u97ff\u7684\u4eba\uff0c\u70ba\u4ed6\u5011\u63d0\u4f9b\u5b78\u7fd2\u65b0\u6280\u80fd\u7684\u6559\u80b2\u8a13\u7df4\uff0c\u4ee5\u65b9\u4fbf\u8f49\u8077\u3002<\/p>\n\n\n\n

        \u2026\u2026experts tend to agree that as AI becomes a mature technology, it will displace physical jobs with virtual labor at a gallop. On the credit side, AI will boost overall productivity, so tax receipts from Corporate Tax will increase. The new jobs created by AI will , on average, be more skilled than those lost, so be more highly paid. <\/p>\n\n\n\n

        However, there will be consequent redirection in overall tax revenues globally\u2026<\/p>\n\n\n\n

        \u5c08\u5bb6\u50be\u5411\u65bc\u540c\u610f\uff0c\u7576AI\u6210\u719f\uff0c\u52de\u52d9\u7684\u5de5\u4f5c\u6703\u88ab\u8fc5\u901f\u53d6\u4ee3\u3002\u751f\u7522\u529b\u63d0\u9ad8\uff0c\u516c\u53f8\u7a0e\u589e\u52a0\uff0cAI\u96c7\u54e1\u4e5f\u662f\u6bd4\u8f03\u9ad8\u7684\u6240\u5f97(\u7e73\u66f4\u591a\u7684\u500b\u4eba\u6240\u5f97\u7a05\u3002<\/p>\n\n\n\n

        \u79d1\u6280\u5de8\u982d\u50be\u5411\u65bc\u628a\u516c\u53f8\u8a2d\u5728\u516c\u53f8\u7a05\u8f03\u4f4e\u7684\u6d77\u5916\uff0c\u4ee5\u898f\u907f\u5728\u6bcd\u570b\u7684\u516c\u53f8\u7a05\u3002<\/p>\n\n\n\n

        Problems will start when we see the job loses from structural economic change brought about by AI. In OECD countries, Corporate Tax is, on average, only 3.5% of total tax revenue(rising to 9%-10% in the UK or Germany). Even using the higher 10% figure, revenue from Corporate Tax is dwarfed by 24% of income from Employment Taxes and Sales Tax. So the real challenge for governments will be the domino effect of losing both Corporate Taxes AND the reduction in employment and sales taxes due to mass unemployment\u2026<\/p>\n\n\n\n

        \u7576AI\u9020\u6210\u5927\u91cf\u5931\u696d\u7684\u6642\u5019\uff0c\u653f\u5e9c\u5c07\u9762\u81e8\u8ca1\u653f\u6536\u5165\u77ed\u5c11\u7684\u6311\u6230\u3002\u5728\u958b\u767c\u4e2d\u570b\u5bb6\uff0c\u5e73\u5747\u516c\u53f8\u7a05\u53ea\u4f54\u653f\u5e9c\u7a05\u65363.5%\uff0c\u5c31\u7b97\u662f\u7528\u82f1\u570b\u548c\u5fb7\u570b\u6bd4\u8f03\u9ad8\u768410%\u4f86\u770b\uff0c\u6bd4\u8d77\u4f54\u653f\u5e9c\u6574\u9ad4\u7a05\u653624%\u7684\u500b\u4eba\u6240\u5f97\u7a05\u53ca\u6d88\u8cbb\u7a05\uff0c\u662f\u5c0f\u5deb\u898b\u5927\u5deb\u3002<\/p>\n\n\n\n

        \u5c0d\u653f\u5e9c\u800c\u8a00\uff0c\u65e2\u6536\u4e0d\u5230\u589e\u52a0\u7684\u516c\u53f8\u7a05(\u898f\u907f\u5230\u6d77\u5916\u4e86)\uff0c\u4e5f\u56e0\u70ba\u5927\u91cf\u7684\u5931\u696d\u4ee5\u53ca\u56e0\u6b64\u6499\u7bc0\u958b\u652f\u7684\u6e1b\u5c11\u6d88\u8cbb\uff0c\u6703\u5927\u5e45\u77ed\u6536\u500b\u4eba\u6240\u5f97\u7a05\u548c\u6d88\u8cbb\u7a05\u3002<\/p>\n\n\n\n

        \u2026\u2026overall global GDP is likely to increase but the wealth gap between rich(employed, AI-skilled, working in Technology) and poor(unemployed\/with no AI skills\/working in repeated\/process-driven jobs)will widen. Growth in GDP will be more significant in countries where Mega-Tech is based, deepening global inequity, GDP increases do not necessarily lead to increases in government tax collection in all counties.<\/p>\n\n\n\n

        AI\u6703\u589e\u52a0\u5168\u7403\u7684GDP\uff0c\u4e26\u4e0d\u662f\u6bcf\u500b\u4eba\u5229\u76ca\u5747\u6cbe\u3002\u6709AI\u6280\u8853\u7684\u4eba\u6bd4\u8d77\u6c92\u6709\u7684\u4eba\uff0c\u6703\u8b8a\u5f97\u66f4\u5bcc\u6709\u3002<\/p>\n\n\n\n

        \u6709\u5927\u79d1\u6280\u516c\u53f8\u7684\u570b\u5bb6GDP\u6703\u589e\u52a0\uff0c\u62c9\u5927\u548c\u5176\u4ed6\u570b\u5bb6\u7684\u8ddd\u96e2\u3002\u81f3\u65bcGDP\u7684\u589e\u9577\u5c0d\u653f\u5e9c\u516c\u53f8\u7a05\u7684\u8ca2\u737b\uff0c\u5c0d\u6bcf\u500b\u570b\u5bb6\u7684\u5f71\u97ff\u4e5f\u662f\u4e0d\u540c\u7684(\u56e0\u70ba\u907f\u7a05)\u3002<\/p>\n\n\n\n

        As we spend so much time at work, we often build shadow \u2018work families.\u2019 We make friends with colleagues and customers, and many romantic relationships start with an introduction at work or through friends at work. Work is vital for many people to derive their sense of purpose. But when your life\u2019s purpose comes from work, when that work goes away, it can be devastating. Research shows that unemployed people have much worse mental health than those in work. Unemployment leads to higher levels of substance abuse,  crime, and lower life expectancy. Families with a multi-generational history of unemployment have even worse issues in these areas.<\/p>\n\n\n\n

        \u6211\u5011\u82b1\u5f88\u591a\u6642\u9593\u5728\u5de5\u4f5c\u4e0a\uff0c\u76f4\u63a5\u6216\u9593\u63a5\u8b93\u6211\u5011\u611f\u53d7\u5230\u751f\u547d\u7684\u610f\u7fa9\u3002\u6839\u64da\u7814\u7a76\uff0c\u5931\u696d\u662f\u975e\u5e38\u81f4\u547d\u7684\u6253\u64ca\u3002\u5931\u696d\u7684\u4eba\uff0c\u6709\u66f4\u9ad8\u7684\u85e5\u7269\u6feb\u7528\u3001\u72af\u7f6a\uff0c\u800c\u4e14\u58fd\u547d\u66f4\u77ed\u3002\u8de8\u4ee3\u7684\u9023\u7e8c\u6027\u5931\u696d\uff0c\u72c0\u6cc1\u66f4\u7cdf(\u8b6c\u5982\u5728\u6240\u8b02\u7684\u300c\u9435\u93fd\u5340\u300d)<\/p>\n\n\n\n

        \u2026\u2026But people want to know if AI replaces their jobs \u2014 how will they live. The most commonly held approach to funding the AI jobs gap is to introduce Universal Income (UI). Universal Income is where everyone of working age is paid a fixed salary with no obligation to do anything in return\u2026<\/p>\n\n\n\n

        \u5982\u679cAI\u53d6\u4ee3\u4e86\u5de5\u4f5c\uff0c\u90a3\u9ebc\u5931\u696d\u8005\u7684\u751f\u6d3b\u4f55\u4ee5\u70ba\u7e7c\u5462\uff1f\u300c\u5168\u6c11\u57fa\u672c\u6536\u5165\u300d\u662f\u7d93\u5e38\u88ab\u63d0\u8d77\u7684\u7684\u6982\u5ff5\u548c\u505a\u6cd5\uff1a\u6bcf\u4f4d\u8db3\u9f61\u53ef\u4ee5\u9032\u5165\u8077\u5834\u7684\u4eba\uff0c\u6bcf\u500b\u6708\u90fd\u53ef\u4ee5\u5f9e\u653f\u5e9c\u6536\u5230\u4e00\u7b46\u6536\u5165\u4f86\u652f\u61c9\u65e5\u5e38\u751f\u6d3b\u6240\u9700\uff0c\u4f46\u4ed6\u4e0d\u5fc5\u4e00\u5b9a\u5f97\u53bb\u5de5\u4f5c\u3002<\/p>\n\n\n\n

        \u2026\u2026If we don\u2019t need to work, how do we give ourselves purpose? How do we spend the 1,700 hours per year of free time\uff1f<\/p>\n\n\n\n

        \u2026\u2026There are some challenges to humanity that look impossible to solve. With tome and space given to us by AI, we could ask better questions of ourselves and look to conquer these challenge.<\/p>\n\n\n\n

        \u5982\u679c\u6211\u5011\u4e0d\u518d\u9700\u8981\u5de5\u4f5c\uff0c\u90a3\u9ebc\u6211\u5011\u600e\u9ebc\u70ba\u81ea\u627e\u5230\u751f\u547d\u7684\u76ee\u7684\uff1f\u6211\u5011\u600e\u9ebc\u53bb\u5229\u7528\u6bcf\u5e74\u591a\u51fa\u4f86\u76841700\u5c0f\u6642\u5462\uff1f<\/p>\n\n\n\n

        \u4eba\u985e\u9762\u81e8\u4e00\u4e9b\u770b\u8d77\u4f86\u7121\u6cd5\u89e3\u6c7a\u7684\u6311\u6230\u3002AI\u8b93\u6211\u5011\u9a30\u51fa\u6642\u9593\u548c\u7a7a\u9593\uff0c\u66f4\u53ef\u4ee5\u8ffd\u5c0b\u751f\u5b58\u7684\u76ee\u7684\uff0c\u4e26\u9010\u6b65\u514b\u670d\u9019\u4e9b\u6311\u6230\u548c\u554f\u984c\u3002<\/p>\n\n\n\n
