That we have succeeded in the last three decades does not ensure our doing so in the future. However. we stand a better chance of not failing if we abide by the basic principles that have helped us progress: social cohesion through sharing the benefits of progress<\/span>,<\/span> equal opportunities for all and meritocracy<\/span>,<\/span> with the best man or woman for the job<\/span>,<\/span> especially as leaders in government.<\/span>”<\/span>*<\/span><\/p>\n

\u600e\u5948\u5f8c\u4f86\uff0c\u99ac\u4f86\u4eba\u4e00\u5fc3\u53ea\u60f3\u6210\u7acb\u4ee5\u99ac\u4f86\u4eba\u70ba\u4e3b\u7684\u6c11\u65cf\u570b\u5bb6\uff0c\u56e0\u6b64\u6392\u65a5\u4e86\u4ee5\u83ef\u4eba\u70ba\u4e3b\u7684\u65b0\u52a0\u5761\u3002\u65b0\u52a0\u5761\u5728\u99ac\u4f86\u3001\u5370\u5c3c\u548c\u8208\u98a8\u4f5c\u6d6a\u7684\u5171\u7522\u9ee8\u6e38\u64ca\u968a\u864e\u8996\u7708\u7708\u7684\u74b0\u4f3a\u4e4b\u4e0b\uff0c\u88ab\u8feb\u5728<\/span>1965<\/span>\u5e74\u7368\u7acb\u3002\u7368\u7acb\u7684\u6642\u5019\uff0c\u65b0\u52a0\u5761\u5cf6\u4e0a\u99d0\u9632\u7684\u4e8c\u500b\u71df\u5175\u529b\uff0c\u9084\u662f\u99ac\u4f86\u806f\u90a6\u7684\u8ecd\u968a\u5462\uff01<\/span><\/p>\n

\u6240\u5e78\u7576\u6642\uff0c\u5f9e\u6b96\u6c11\u5730\u6642\u4ee3\u6240\u50b3\u627f\u4e0b\u4f86\u7684\u907a\u7dd2\uff0c\u82f1\u570b\u5728\u65b0\u52a0\u5761\u6e2f\u5c1a\u6709\u99d0\u8ecd\uff0c\u7dad\u6301\u4e86\u8a72\u5340\u57df\u7684\u548c\u5e73\u7a69\u5b9a\uff0c\u4e5f\u9593\u63a5\u4fdd\u8b77\u4e86\u8941\u8913\u7576\u4e2d\u7684\u65b0\u52a0\u5761\u3002\u65b0\u52a0\u5761\u5728\u9019\u6bb5\u6642\u9593\uff0c\u5efa\u7acb\u4e86\u81ea\u5df1\u7684\u90e8\u968a\uff0c\u6240\u4ee5\u5728<\/span>1971<\/span>\u5e74\u82f1\u8ecd\u5b8c\u5168\u6492\u51fa\u7684\u6642\u5019\uff0c\u624d\u6709\u529b\u91cf\u4fdd\u885b\u81ea\u5df1\u3002<\/span><\/p>\n

\u9127\u5c0f\u5e73\u77e5\u9053\u674e\u5149\u8000\u548c\u8523\u7d93\u570b\u662f\u597d\u670b\u53cb\uff0c\u5728\u67d0\u4e00\u6b21\u7684\u6703\u9762\u4e2d\u8868\u793a\uff0c\u4ed6\u5e0c\u671b\u674e\u5149\u8000\u80fd\u5e6b\u4ed6\u8ddf\u300c\u8523\u5148\u751f\u300d\u81f4\u610f\u3002\u9127\u5c0f\u5e73\u8aaa\uff0c\u4ed6\u60f3\u8ddf\u300c\u8523\u5148\u751f\u300d\u5408\u4f5c\uff0c\u56e0\u70ba\u4ed6\u5011\u5169\u500b\u4eba\u5728<\/span>1926<\/span>\u5e74\u65bc\u83ab\u65af\u79d1\u5ff5\u540c\u4e00\u6240\u5927\u5b78\uff0c\u96d6\u7136\u662f\u5728\u4e0d\u540c\u73ed\u3002\u7576\u6642\u8523\u7d93\u570b\u7d04\u5341\u4e94\u3001\u516d\u6b72\uff0c\u800c\u9127\u5c0f\u5e73\u4e8c\u5341\u4e8c\u6b72\u3002<\/span><\/p>\n

\u674e\u5149\u8000\u8aaa\uff0c\u7576\u4ed6\u8ddf\u8523\u7d93\u570b\u63d0\u8d77\u9019\u4ef6\u4e8b\u7684\u6642\u5019\uff0c\u8523\u7d93\u570b\u53ea\u662f\u5750\u8457\u975c\u975c\u5730\u8046\u807d\uff0c\u4e26\u6c92\u6709\u505a\u51fa\u4efb\u4f55\u7684\u56de\u61c9\u3002<\/span><\/p>\n

\u65b0\u52a0\u5761\u7684\u74b0\u5883\u6e05\u6f54\u5ea6\u9ad8\uff0c\u6c92\u6709\u4ec0\u9ebc\u8caa\u6c61\u8150\u6557\u7684\u60c5\u5f62\uff0c\u99ac\u4f86\u3001\u5370\u5ea6\u3001\u83ef\u4eba\u5404\u7a2e\u65cf\u4e4b\u9593\u548c\u5e73\u76f8\u8655\uff0c\u5145\u5206\u986f\u793a\u9019\u500b\u570b\u5bb6\u6cbb\u7406\u7684\u6210\u529f\u3002<\/span><\/p>\n
